China sternly refutes: The U.S. has no right to comment on missile test issues.

China's disarmament affairs ambassador Li Chijiang sternly refuted the so-called "ballistic missile launch notification" joint statement involving China made by the U.S. representative at the Geneva disarmament negotiation meeting (referred to as the disarmament conference) on the 11th, emphasizing that China's legitimate and reasonable defense modernization efforts are beyond doubt, and that China's goodwill measures of advance notification of missile launches should not be hijacked by geopolitical calculations; China firmly opposes the political manipulation of the disarmament conference platform by certain countries.

At the plenary session of the disarmament conference held that day, the U.S. and other countries issued a so-called joint statement on "ballistic missile launch notifications," unjustly accusing China of conducting a submarine-launched intercontinental ballistic missile test in July. Li Chijiang responded with a stern rebuttal, clarifying China's position.

Li Chijiang emphasized, China firmly opposes certain countries abusing the disarmament conference platform for political manipulation. For their own political interests, the U.S. has enticed some countries, including non-member states of the disarmament conference, to participate in the joint statement, nitpicking and unjustly accusing China's goodwill action of advance notification of missile tests, engaging in "microphone diplomacy." This is a typical case of political manipulation and blatant double standards, which China absolutely does not accept and firmly opposes.

Li Chijiang pointed out, the U.S. accusations are completely unfounded. The U.S. cites the voluntary political commitment of the "Hague Code of Conduct against Ballistic Missile Proliferation," demanding that China provide advance notification of missile launches, but China is not a member of the "Code" and is not bound by it. China has always conducted intercontinental ballistic missile test launches safely, normatively, and responsibly, providing advance notifications to the U.S. and other countries, taking prudent and reasonable measures to ensure that our test launches do not harm the interests of any country, fully reflecting China's goodwill and responsible attitude. China's goodwill measures should never be hijacked by geopolitical calculations.

Li Chijiang stated, the U.S. has no qualification to criticize China regarding missile test launches. To date, China has only conducted three intercontinental missile test launches, the fewest among the five nuclear powers. The U.S. is the country with the most and most frequent intercontinental missile test launches in the world, frequently "breaking contracts and withdrawing from treaties," investing huge sums in nuclear force construction, and engaging in "nuclear sharing" and "extended deterrence" arrangements, which pose a serious threat to international peace and security. The U.S. has not seriously fulfilled its responsibility for missile launch notifications and has no qualification to criticize China's goodwill actions of advance notification.

Li Chijiang emphasized that China has always adhered to the path of peaceful development, pursued a self-defense nuclear strategy, and has always maintained its nuclear forces at the lowest level necessary for national security, not participating in any form of nuclear arms race. China's nuclear forces are an indispensable force for deterring nuclear war, maintaining world peace and security, and ensuring global strategic stability. China's legitimate and reasonable defense modernization efforts are beyond doubt. China urges the U.S. to reflect on itself and do more things that are truly beneficial to world peace and stability.

The Geneva disarmament negotiation conference is the only multilateral disarmament negotiation institution confirmed by the first special United Nations General Assembly on disarmament issues in 1978, with its secretariat located in Geneva, Switzerland. The disarmament conference currently has 65 member countries and holds three sessions each year, responsible for negotiating major international security issues such as nuclear disarmament, halting the nuclear arms race, and preventing nuclear war.
