Those numbers matter because conventional pressure creates the operating environment in which nuclear submarines either hide or fail to hide. More surface patrols, more coast guard pressure, more naval aviation, and more exercises in the Philippine Sea are not separate from the SSBN question. They stretch allied sensors, normalize Chinese presence, and complicate the pattern-recognition work that anti-submarine forces depend on.
The U.S. Response Is Not Another Speech
The useful response is not rhetorical. It is anti-submarine warfare capacity: P-8A patrol aircraft hours, undersea sensors, quiet attack submarines, destroyers with trained sonar teams, and access agreements that let allied forces operate from the places where Chinese submarines must pass.
Japan is central because the Miyako Strait, Bashi Channel, and waters around the Ryukyus sit near the routes that matter. The Philippines is central because northern Luzon points at the Bashi Channel and southern Taiwan approaches. Australia is central because a Chinese SSBN force with longer reach makes the second island chain and southern Pacific monitoring problem more important, not less.
This is also where Washington's industrial problem comes back into view. The U.S. Navy cannot talk its way into more attack-submarine availability. If Virginia-class deliveries remain late and maintenance backlogs keep boats pier-side, then the United States is asking fewer submarines to cover more Chinese patrol possibilities. A Chinese SLBM test does not create that problem, but it makes the bill harder to ignore.
