Germany's ATACMS Production from 2027 Shows Europe's New Dependence in Missile Armament

Rheinmetall estimates a potential European and Ukrainian demand of 600 to 800 ATACMS missiles per year. This figure is the crucial statement behind the agreement announced on July 7 between Lockheed Martin and Rheinmetall. It not only shows that Europe has a munitions problem but also that Europe must now close an industrial gap in precision long-range weapons that it has politically created over the years.

A German Production Site Is Not Strategic Autonomy

Lockheed Martin and Rheinmetall signed a letter of intent at the NATO Summit Defense Industry Forum in Ankara, stating that ATACMS will be co-produced at the Rheinmetall site in Unterlüss, Lower Saxony. According to Lockheed, the first European competence center for the manufacture, integration, and distribution of ATACMS to NATO and allied European forces will be established there. Rheinmetall refers to it as the world's first and only ATACMS production site outside the United States.

This sounds like a turning point. Unterlüss, with about 4,000 employees, the new Lower Saxony plant for artillery ammunition, and a nearly completed rocket engine factory, is indeed one of the few European locations where such a production logic is plausible. According to company information, the production of rocket engines and missile components is set to begin as early as 2027. Defense News also reports that production is expected to ramp up in 2028 and 2029 to meet the stated demand of 600 to 800 missiles annually.

But this is precisely where institutional sobriety begins. ATACMS is not a European system. It is an American tactical ballistic missile with a range, depending on the variant, of about 165 to 300 kilometers, launched from HIMARS or M270 MLRS. Production in Germany creates capacity on European soil. However, it does not automatically create European control over technology, export, target selection, or follow-on systems.

The Real Problem Is Not Money, but Permission

The agreement is explicitly supported by the American and German governments. This is politically important, but legally it is not the end of the story. Any robust ATACMS technology transfer structure requires Washington's approval. Defense News rightly points out that a later joint venture will still depend on American authorization. In other words: Europe may build more missiles in the future, but the institutional key remains in the USA.

This distinction is not an academic quibble. In the Patriot domain, Europe has seen how quickly operational dependence can become political. According to Reuters, after Russian attacks in early July, Ukraine was unable to launch any of the 23 deployed ballistic missiles; in July, only four out of 49 ballistic missiles were intercepted. President Volodymyr Zelensky is therefore calling for additional Patriot interceptors. If this ammunition is stored in American or European depots but is not politically released or industrially produced quickly enough, then the paper capability is of little value.

ATACMS lies on the other side of the same equation. It is not about protection from ballistic missiles, but about the ability to hit Russian logistics, command posts, airfields, and ammunition depots at operational depth. Ukraine has shown that such precision weapons are militarily effective. However, European armies do not have sufficient stocks of their own nor an independent industrial line for this class of munitions. That is why Unterlüss is important. But it is also an admission.

America Does Not Replace Europe, America Licenses Europe

Lockheed Martin is not ramping up ATACMS production in Camden, Arkansas, out of European altruism, but because the US Army is transitioning to the Precision Strike Missile, PrSM, in the medium term. For Washington, it is rational to allow an older, but combat-proven system to continue in Europe while American capacity shifts to the successor. For Europe, it is rational to take advantage of this gap. However, the crucial question is: Will this lead to European arms sovereignty or merely an extended American supply chain?

Armin Papperger speaks of strengthening the German industrial base and more autonomy in defense policy. This formulation is politically understandable. Institutionally more precise would be: more resilience within an American-controlled technology family.

The difference is significant. An extended supply chain can alleviate munitions shortages, create jobs, and shorten delivery times. It can also make European deterrence more credible if NATO states can access orders more quickly. However, it does not replace European system leadership. Whoever controls software, target algorithms, export approvals, and the next missile generation controls the actual strategic lever. Those who only master final assembly or partial manufacturing improve their situation but not their position in the dependency relationship.

Poland Shows the Same Trend in a Different Form

Almost simultaneously, the Polish PGZ agreed with Anduril on local assembly and later production of the Barracuda-500M cruise missile. The Polish side speaks of thousands of systems, a range of up to 900 kilometers, and a gradual increase in European component shares. Moreover, a predominantly European production could qualify the system for purchases under the EU program SAFE; Poland has the largest share there with around 43.7 billion euros.

This is no coincidence, but a pattern. European states are trying to localize American technology so that it appears politically as European industrial capacity and fits financially into EU instruments. This can be sensible. It is probably even unavoidable in the short term. But one should not confuse it with what France has referred to for years as strategic autonomy: independent development, own industrial leadership, own export and deployment logic.

Germany and Poland are choosing a pragmatic line here. They are not only buying finished systems but also bringing manufacturing to their countries. This is better than pure import dependence. However, it is also an admission that Europe has not produced a common industrial response in the crucial years from 2022 to 2026 for long-range precision weapons. PESCO, the European Defense Fund, and national special funds have generated programs, but no rapidly available European ATACMS alternative.

The NATO Context Intensifies the Pressure

The timing is delicate. NATO Commander General Alexus Grynkewich stated in early July that European allies have closed many gaps created by reduced American contributions to NATO defense plans. At the same time, areas such as strategic bombers, tankers, drones, maritime patrol aircraft, and carrier capabilities remain problematic. The USA is therefore not reducing the political significance of Europe but testing Europe's ability to take on concrete military burdens.

In this situation, ATACMS and Barracuda are not marginal projects. Precision strikes at operational depth are precisely the capability that European ground forces need if they take American relief seriously. This applies to the eastern flank, for Ukraine support, and for credible deterrence against Russia. But the industrial response again comes through American technology houses: Lockheed Martin in Germany, Anduril in Poland, PAC-3 maintenance facilities in several European countries.

This can be celebrated as transatlantic division of labor. At the same time, one should see that division of labor without equivalent system competence remains asymmetrical. Europe gets more production facilities. The USA retains the technology architecture.

The Uncomfortable Conclusion

The ATACMS production in Unterlüss is good news for European munitions resilience. It is also good news for Ukraine, provided that orders, export approvals, and financing come together in a timely manner. However, it is not a definitive answer to Europe's defense problem. Because the problem was never just that too few missiles were assembled in Europe. The problem was that Europe made too few decisions to build its own chains of effect for precision weapons.

More European production of American weapons is better than less European production of American weapons. But it remains a transitional state. Europe's paradox is therefore: Without American technology, it can hardly close the acute capability gap; with American technology, it can close this gap faster, but only limit its dependence. Thus, Unterlüss is not proof of completed autonomy. It is the most visible evidence so far of how costly the long wait for autonomy has become.
