The Hermes 650 Spark is not a vertical takeoff drone but a fixed-wing aircraft that requires less than 200 meters for takeoff in land operations, supports automated takeoff and landing, self-movement on the ground, and complies with the STANAG 4671 standard for the airworthiness of unmanned aircraft in NATO environments.

The challenging technical point is not just takeoff but landing on a moving surface. The ESD report noted that Elbit proposes integrating artificial intelligence and laser detection systems to predict surface movement during landing, as the ship's movement, air turbulence, and surface obstacles make recovering a fixed-wing aircraft from a commercial vessel a real risk. From a military perspective, this is not a marginal engineering detail; every maritime drone project lives or dies at the moment of recovery, not at the marketing presentation moment.

Why the Gulf Matters More Than Just Israel

The Gulf is not as vast a theater as the Pacific Ocean, but it is a crowded and sensitive one. The Strait of Hormuz, Gulf of Oman, Red Sea, and Bab el-Mandeb are all passages that do not require a massive aircraft carrier to become dangerous; they only need a platform that can see early, stay airborne long enough, and connect the maritime picture with the aerial picture. Here lies the appeal of the maritime Hermes 650: ISTAR capability far beyond radar horizon with better payload and range than many vertical drones, and the ability to support strikes or direct fire from a distance that does not necessitate the presence of an exposed airbase.

Any officer who has served in the region knows that a fixed airbase is both a blessing and a burden. The base provides maintenance and control, but it also gives the adversary fixed coordinates. A modified commercial vessel, if Elbit's concept succeeds technically, changes the calculus: it is not stealthy, nor is it invulnerable, but it is mobile, can be distributed, and some details of its mission can be politically denied. This is precisely the gray area that has become attractive after the experiences in Ukraine, Iran, and the Houthis.

It is a mistake for Arabs to read this issue as merely an Israeli-Iranian race; it is a global transition of the idea that a cheap ship can carry a function that was previously confined to expensive military vessels.

If a Gulf customer in the future acquires a platform of this kind, the question will not be whether they bought 9 or 12 drones. The real question is: do they have naval and air officers who can manage a joint sensing and targeting cycle? Do they have secure communication infrastructure? Can they maintain the aircraft and containers in the humidity of the Gulf and the salinity of the Red Sea? In my view, these questions are more important than the name of the company on the contract.

Connecting with the Israeli C-UAS Wave

On the same day, ESD published another news item about the collaboration between Axon Vision and ParaZero to expand the ForceField family of counter-drone systems by integrating it with the DefendAir system based on non-destructive net interception. This is not a simple commercial coincidence. Israel is presenting two faces of the new environment in one week: a platform that launches drones from the sea, and a system that protects airports, energy, and sensitive infrastructures from small drones. Offense and defense are moving from the lab to a single market package.

According to the two companies, ForceField is based on the Detect, Understand, Respond cycle, with an Edge AI core and Man-on-the-Loop control. DefendAir offers a non-destructive interception option useful in airports and energy facilities, where downing a drone with munitions may be more dangerous than the drone itself. For Gulf states, which place oil stations, ports, and airports within the range of missiles and drones, these details are not a technical luxury.

Buying Does Not Mean Capability

Here I return to the capability triangle that I often repeat: equipment, training, institution. Elbit's UAV Carrier platform may seem attractive to a country wanting to monitor the Red Sea or protect energy tankers. The C-UAS system from Axon Vision and ParaZero may seem appealing to an interior ministry or energy company. But purchasing both does not create a defensive network if the navy operates alone, the air force operates alone, internal security operates alone, and oil companies operate alone. In the region's armies, the problem is not always a lack of money; sometimes it is the abundance of closed rooms.

The United States is pushing in the same direction in another way. The announcement by CENTCOM and the UAE about Task Force Talon Synapse in Abu Dhabi, a unit of about 20 American and Emirati experts in artificial intelligence, data, and cybersecurity, indicates that Washington wants to introduce artificial intelligence into intelligence, infrastructure protection, and security environment monitoring. But even this example confirms the limitations: artificial intelligence does not work in a vacuum; it needs clean data, exchange permissions, and officers willing to accept that the system may change their usual recommendations.

Potential Impact on the Red Sea and Hormuz

In the Red Sea, a modified commercial platform carrying Hermes 650 could provide longer surveillance over areas threatened by fast boats and suicide drones, and perhaps support precise strikes against launch platforms. In Hormuz, it could grant Gulf states or their partners a survival capability in the air outside the range of some coastal threats. But the picture is not rosy. The ship itself becomes a target; the communication channel becomes a target; and reliance on artificial intelligence for recovery and landing does not eliminate the laws of the sea and weather.

Practically, the most significant impact of this concept is not that it will change the balance of power tomorrow. The more important aspect is that it pressures the Gulf purchasing doctrine. If Tehran can convert a cargo ship into a drone platform, and if Tel Aviv offers a more mature commercial version, then the question facing Riyadh, Abu Dhabi, and Doha is not whether to buy the Israeli platform or not. The question is: do we build a distributed air-naval capability, or do we continue to purchase high-cost platforms that operate as separate islands?

Conclusion

Elbit's concept for a maritime UAV carrier is not yet a confirmed program; there is no announced customer, no conversion partner, and no flight test schedule or service entry. Therefore, it should not be exaggerated. However, it is an important indicator that the defense market in the Middle East is shifting from a race for large aircraft to a race for small mobile networks. Israel is reading the Iranian lesson and rephrasing it in Western industrial language. And Gulf states, as usual, will find themselves between the desire for operational independence and the reality that independence is not sold in a shipping container. As our military says: the weapon that does not have its doctrine owns you.
