Japan's Defense Spending Target Faces Challenges

According to a report by Reference News Network on April 30, the Japan Economic News reported on April 28 that the United States is urging allies, including Japan, to raise their core defense spending to 3.5% of Gross Domestic Product (GDP). Given Japan's limited fiscal space, negotiations with the U.S. on this issue will pose a significant challenge.

In the "Three Security Documents" formulated by the Japanese government at the end of 2022, Japan committed to increasing its defense spending, which had previously been based on 1% of GDP, to 2% of GDP (including related expenditures) before the fiscal year 2027.

After Russia launched its special military operation in Ukraine in 2022, many NATO member countries announced their intention to increase their defense spending to 2% of GDP.

To align with NATO standards, Japan subsequently adopted a new method for calculating defense spending, which also includes the budget of the Japan Coast Guard, research and development budgets, and other measures "aimed at enhancing basic defense capabilities."

However, the U.S. has taken a proactive stance, proposing specific numerical targets and detailed arrangements, namely that core spending should reach 3.5% of GDP, and if related expenditures are included, it should reach 5% of GDP.

To meet the spending levels required by the U.S., Japan can no longer rely solely on the previously used "incremental addition" strategy. The current fiscal situation undoubtedly poses a significant obstacle in setting new defense spending targets.
