Zhang Xiaogang: The U.S. statements have no factual basis and are fundamentally untenable. It is well known that China adheres to a no-first-use policy on nuclear weapons, maintains a defensive nuclear strategy, and keeps its nuclear capabilities at the minimum level required for national security. China does not engage in a nuclear arms race with any country and has always honored its commitment to "suspend nuclear tests," never conducting activities that violate the Comprehensive Nuclear-Test-Ban Treaty.
The U.S. possesses the largest nuclear arsenal in the world, follows a first-use policy on nuclear weapons, invests heavily in developing a "triad" nuclear force, and even claims to restart nuclear tests. Its series of negative actions in the field of nuclear arms control, including withdrawing from treaties, have become the greatest source of disruption to the international nuclear order and global strategic stability. We urge the U.S. to earnestly fulfill its obligations under the Comprehensive Nuclear-Test-Ban Treaty and its commitment to "suspend nuclear tests," to take on its special priority responsibility for nuclear disarmament, and to take concrete actions to uphold the international nuclear disarmament and non-proliferation system, as well as to maintain global strategic balance and stability.
