On May 23 local time, the Russian Ministry of Emergency Situations reported that the death toll from the attack on the Starobilsk Vocational College by Ukrainian forces has risen to 21, and the search and rescue operation at the scene has concluded.

The head of the Luhansk region appointed by Russia announced that May 24 and 25 will be days of mourning for the victims of the attack on the college dormitory.

On the morning of May 22 local time, the head of the Luhansk region appointed by Russia, Pasechnik, stated that Ukrainian military drones attacked the teaching building and dormitory of the Starobilsk Vocational College at night. At the time of the attack, there were 86 minors aged 14 to 18 on campus. On the same day, Russian President Putin stated that there were no military facilities or special department facilities near the attacked college. Putin emphasized that there is no evidence to suggest that these drones hit the school dormitory because they were shot down or deviated from their flight path.
