On February 11, Xinhua News Agency reported from Moscow (Reporter Bao Nuomin) that Russian Foreign Minister Lavrov stated during a speech at the State Duma (the lower house of parliament) that if the United States continues to adhere to the restrictions outlined in the New START treaty, Russia will also comply with the treaty's limitations.
Lavrov indicated that Russian President Putin had previously proposed that both Russia and the United States continue to adhere to the treaty's provisions regarding the limitation of nuclear warhead numbers, but there has been no formal response from the U.S. side.
