Russian Iskander parts plant likely hit by cruise missiles

Report Content

A missile strike likely hit the Proton plant in the Russian city of Orel, a manufacturer of optoelectronic equipment whose components are used in Russia’s Iskander-M ballistic missiles, Pantsir-S1 air defense systems and Kh-71 cruise missiles, according to the monitoring channel Exilenova+.

Local authorities declared an aviation and missile danger alert in Orel during the attack. Information on the extent of the damage at the plant is still being clarified, and the type of weapon used and the exact time of the strike have not yet been confirmed.

The joint-stock company Proton is part of Russia’s defense industry supply chain and produces optoelectronic equipment and components for military use. Its products include diode modules, switch-inverters and electronic components for onboard weapon systems, which are supplied for the production of the 9M723 missiles of the Iskander-M short-range ballistic missile system, the S-71 Kover air-launched cruise missile and the Pantsir-S1, a truck-mounted system that combines anti-aircraft missiles and rapid-fire cannons to shoot down aircraft, drones and cruise missiles.

The Iskander-M is one of Russia’s main weapons for long-range strikes against Ukraine, firing ballistic missiles with a range of up to 500 km (310 miles). The S-71 Kover belongs to a family of newer Russian air-launched cruise missiles, and Ukrainian military intelligence has previously identified the same R500 turbojet engine in the S-71K Kover and the new Filin ground-launched cruise missile, which Russia began using against Ukraine in late summer 2026.

Orel, the capital of Russia’s Orel region about 160 km (100 miles) from the Ukrainian border, has been the target of repeated long-range strikes. On Oct. 31, 2025, the Ukrainian Navy said it hit the city’s thermal power plant with Neptune cruise missiles, and in May 2025 drones struck the Bolkhov semiconductor plant in the same region, which produces components used by Russia’s defense industry.

Ukraine has increasingly targeted Russian plants that build missiles and their components. In August 2026, Ukrainian Flamingo cruise missiles hit the Progress Rocket and Space Center in Samara, and earlier this month the Ukrainian General Staff confirmed a strike on the Redkino Experimental Plant in Tver region, which produces components for cruise missile fuel.
