On July 25, Xinhua News Agency reported from Moscow that the Russian Ministry of Defense announced that the Russian military continued to strike targets such as ports, ships, and power facilities that serve the Ukrainian military on that day. The Ukrainian military conducted airstrikes on targets in the Zaporizhzhia region and within Russia's Belgorod region on the 25th, resulting in at least 14 civilian deaths and over 30 injuries.

On the 25th, the Russian Ministry of Defense stated on social media that the Russian military struck multiple Ukrainian port facilities along the Black Sea coast, including the ports of Odesa, Chornomorsk, and Izmail, where military supplies were stored. The Russian military also targeted five cargo ships transporting military supplies to Ukrainian ports.

According to the report, the Russian military conducted airstrikes on two substations in Ukraine's Chernihiv region used by the Ukrainian military, shot down eight enemy precision-guided bombs and 1,060 fixed-wing drones, and struck multiple temporary deployment sites of Ukrainian forces and foreign mercenaries.

On the 25th, the head of the Zaporizhzhia regional administration appointed by Russia, Balitsky, stated on social media that the Ukrainian military attacked a tourist camp in the region from the night of the 24th to the early morning of the 25th, resulting in 12 civilian deaths and 19 injuries, including children among the casualties. Balitsky declared the 26th as a day of mourning for the region.

On the 25th, the acting governor of Russia's Belgorod region, Shvayev, reported that the Ukrainian military conducted 91 attacks on 16 towns within Belgorod region on that day, leading to 2 deaths and 13 injuries in the region.
