Belarusian Territory Has Become Part of the Control Framework

The most important detail in the recent attacks by Russian drones is not their number, but where they maintain communication. On September 14, 2026, two Ukrainian officials stated that Russia is likely using commercial LTE networks in Belarus and radio relays on Belarusian territory to maintain a stable control channel for the strike "Shaheds." This is not proof that every device is controlled by an operator in real-time, but it is a compelling sign of the transfer of part of the Russian communication infrastructure beyond its own territory.

Ukrainian presidential advisor Serhiy "Flash" Beskrestnov, analyzing the routes of the devices on Radio NV, noted the movement of drones along the northern border of Ukraine. In his assessment, the proximity to Belarus indicates a connection to local mobile networks. A representative of the State Border Guard Service of Ukraine, Andriy Demchenko, reported to Ukrainian television on the same day that strikes on the Rivne, Volyn, and Lviv regions were supported by signals through relays located specifically in Belarus (The Kyiv Independent, September 14, 2026).

What This Changes in the Tactics of Using "Shaheds"

The "Shahed-136/Geran-2" is generally considered a relatively simple one-time-use device. Its inertial and satellite navigation allows it to fly to a predetermined point; however, a stable data transmission channel expands the range of tasks. Through the network infrastructure, it is possible to adjust the route, transmit updates, clarify the device's position, and organize a more complex bypass of Ukrainian air defense. For the jet variants of the "Shahed," which Ukraine is trying to intercept using new cheap interceptor drones, the quality of communication is especially important due to the high speed and shorter time for error correction.

This is not about turning the drone into a full-fledged reconnaissance-strike complex. Limitations remain: the commercial network is vulnerable to jamming, relays can be detected, and the transition of the device between networks creates technical risks. But a mass attack changes the economics of the struggle. If several inexpensive relays allow dozens or hundreds of devices to remain in controlled mode for longer, Moscow gains a more resilient system at a low cost. The drone war increasingly resembles a competition of networks rather than a duel of individual products.

Lukashenko Found Himself Inside the Russian Risk Architecture

The political significance of this story goes far beyond radio technology. After 2022, Minsk provided Russian troops with territory, airfields, logistics routes, and political cover. The use of Belarusian LTE infrastructure and relays adds a combat command function to this list. Formally, Belarus can claim that it is not launching Russian drones. Practically, the provision of communication channels reduces uncertainty for Russian operators and expands the depth of strikes on the western regions of Ukraine.

This is why Volodymyr Zelensky demanded in the summer that Alexander Lukashenko remove the relay equipment. The Ukrainian president stated that Lukashenko agreed to the dismantling, and subsequent reports from Kyiv indicated the cessation of operations of some stations. However, even if specific relays have gone silent, the scheme itself has not disappeared. Russia can replace stationary nodes with mobile ones, use different frequency bands, engage commercial base stations, or switch to a distributed mesh network. The Belarusian concession, if it indeed occurred, could have been a tactical pause rather than a rejection of military integration.

From a Union State to a Distributed Military Complex

In the Soviet system, union republics were integrated into a single air defense and communication network. After the collapse of the USSR, these connections formally became intergovernmental, but the crisis of 2022 restored them in a narrower and less transparent form. The current model differs from the Soviet one: instead of a unified command, there is a set of interdependent services, infrastructural concessions, and unofficial technical solutions. This is cheaper and more flexible, but politically more toxic, as the line between "support" and direct participation in an attack becomes almost invisible.

For NATO, this story is important not because a few relays change the balance of power by themselves. The principle is what matters. Belarus is turning into a northwestern forward element of the Russian drone application system, and potential targets for observation and suppression are closer to the borders of Poland, Lithuania, and Latvia. Euronews and Radio Free Europe/Radio Liberty note that Belarusian infrastructure is already being viewed by Kyiv as a factor of regional threat, not just as an episode of the Russian-Ukrainian war.

Why Official Statements Require a Cold Assessment

As long as the details are primarily based on Ukrainian statements and route analysis, the specific technical configuration should be considered probable but not definitively confirmed. Minsk and Moscow have not provided independent verification. The Ukrainian side is interested in demonstrating Belarus's direct involvement, the Russian side is keen to conceal dependence on external infrastructure, and Lukashenko wants to maintain space for denial.

Nevertheless, the coincidence of signs — flights along the Belarusian border, strikes on northwestern regions, reports of LTE and relays, as well as previous political demands from Kyiv — forms a coherent picture. Russia compensates for the lack of access to Western satellite services not with one miracle solution, but with a combination of local networks, radio channels, and improvised relays.

My forecast is cautious. Belarusian infrastructure will not become an invulnerable shield for Russia: it can be jammed, tracked, and politically neutralized. But it has already shown how allied relations can turn into military technology. If Minsk does not achieve a transparent dismantling of all nodes, by 2026 the border of Belarus will be for Russian drones not a frontier, but a part of their navigation and control system. The distinction between the Russian war and Belarusian territory will continue to blur.
