► The Netherlands and Naval Group extend the Industrial Cooperation Agreement
On 17th July 2026, the Netherlands Ministry of Economic Affairs and Climate and Naval Group signed an amendment to the Industrial Cooperation Agreement (ICA) related to the Replacement Netherlands Submarine Capability (RNSC) program. This amendment will enable Naval Group to contract new Dutch companies to contribute to the manufacturing of the Orka-class submarines and F21 heavyweight torpedoes.
A key factor of the RNSC program is the strategic autonomy requirement, that Naval Group supports through an ambitious industrial cooperation plan which was formalized by the signing of the Industrial Cooperation Agreement (ICA) with the Ministry of Economic Affairs on 10th September, 2024. Under this agreement, Naval Group is committed to cooperate with numerous key Dutch companies and knowledge institutes over a period of twenty years, strengthening the foundation for long-term Dutch autonomy in submarine maintenance and future upgrades, while fostering deeper cooperation and knowledge-sharing between Dutch and French naval industries.
Following the signature of the contract on 16 th June, 2026 between the Netherlands and Naval Group for the procurement of new-generation F21 heavyweight torpedoes, the existing ICA was amended today in The Hague to reflect Naval Group’s commitment to engage the Dutch partners on this new phase of the ORKA project.
