A Civilian Facility Becomes a Potential Military Target

On September 11, 2026, Reuters reported, citing informed sources, that the United Arab Emirates is quietly reshaping plans for a five-gigawatt artificial intelligence data center, one of the largest projects of its kind outside the United States. The reason is not solely technical or commercial. The U.S. and Israeli war with Iran and the attacks on shipping and facilities in the region have forced Abu Dhabi to revisit the old question in a new form: Can a Gulf state build a massive digital economy while still having the protection of critical infrastructure heavily tied to Washington's decisions?
Modifying the project does not mean canceling it. It is likely that the UAE is considering distributing computing power across multiple sites, reducing geographic concentration, and linking facilities to backup power and communication sources. However, these measures do not eliminate the military problem. A center of this size requires continuous electricity, intensive cooling, international fiber optics, and secure logistical corridors. In an era where ballistic missiles and drones can threaten power stations, ports, and command centers, a civilian facility becomes an operational node that can be pressured without attacking a military base.
What Abu Dhabi Learned from the Past Six Months
Reuters reported on September 9 that attacks on shipping have reached the largest wave since the war began, following strikes on tankers and near the Strait of Hormuz and a U.S. base in Jordan. On September 10, the agency reported that Houthi advances on the Yemeni coast threaten Saudi oil exports. These events may seem separate from a UAE data center, but in military calculations, they are part of the same chain. The adversary does not need to breach the computer network if it can cut power, disrupt the port, raise insurance costs, or force aircraft to change their routes.
Moreover, Iran's warning to Gulf states, documented by Defense News in August, targeted oil, energy, and water if U.S. strikes continued. This is the most dangerous type of deterrence for Abu Dhabi and Riyadh. Air defense may intercept a missile, but it does not solely protect undersea cables, a fuel tanker, a desalination plant, or a chip supply chain. Practically, an AI facility is not resilient just because its building is fortified; resilience means operating when part of the network is lost, redistributing its loads, and having teams capable of repairs under pressure.
Specifications Are Not Enough to Build Military Capability
A 5-gigawatt facility requires a multi-layered protection system, including early warning, ballistic missile defense, counter-drone and cruise missile capabilities, cybersecurity, and supply line protection. The UAE can benefit from Patriot and THAAD systems and U.S. radar networks, but possessing the system is not the same as having the capability. True capability requires a stockpile of interceptors, trained operational crews, continuous maintenance, joint exercises, and clear rules for data sharing and engagement decision-making.
Here, the capability triangle emerges, defining any combat-ready army as comprising equipment, training, and institutions. The Gulf has purchased excellent equipment and made clear progress in training, but it still faces questions of institutions and dependency. Who has the complete aerial picture? Who decides to protect a facility if it conflicts with a military priority? And who ensures continued technical support if U.S. presidential calculations change? These are not bureaucratic questions. In war, a delayed decision or a software update interruption could equal a breach in the wall.
The Message to Saudi Arabia and the Rest of the Gulf
The UAE is more advanced than most of its neighbors in diversifying its economy and building digital capabilities, and thus its reassessment of the project carries regional significance. If Abu Dhabi, which has extensive financial resources and security partnerships, is forced to reconsider the distribution of a civilian project due to war risks, the problem does not concern the UAE alone. Saudi Arabia, which relies on energy facilities, Red Sea corridors, and land routes, faces a more complex equation. It is not enough to purchase a new defense system after every attack; the infrastructure must be designed from the outset with the understanding that it will be subject to disruption and targeting.
This may drive Gulf states to purchase cheaper and broader capabilities such as counter-drone systems, electronic warfare devices, low-altitude radars, and distributed energy storage, rather than relying on a limited number of expensive missiles. But it will also push them to deepen cooperation with the United States, as the integration of sensors, interceptors, and command and control still relies on a U.S. network that Gulf states do not have a complete alternative for. Ironically, every step toward technical independence may initially require more reliance on the American supplier.
An Economic Project with a Security Decision
Modifying the data center may protect the investment from a short-term shock, but it does not resolve the tension between the UAE's ambition to become an independent technological power and its geographical reality in a region where war can shift within hours. Artificial intelligence requires density and concentration to be profitable, while defense prefers distribution, redundancy, and minimizing the value of each target. These two logics clash within the project itself.
In my view, the most important lesson is not that Iran can threaten a specific data center, but that Gulf deterrence still measures success by the number of missiles intercepted, not by the community and economy's ability to continue functioning after a strike.
Abu Dhabi will continue to build computing centers, and Washington will continue to sell it aircraft, radars, and missiles. But the question that contracts do not answer is who manages this system when the digital facility becomes part of the battle. Here, the contradiction remains between the Gulf's desire for an independent future and the need for an external umbrella to keep that future connected to electricity.
