U.S. Navy awards $78M deal for ammunition storage facility in Sicily

Conti Federal Services LLC of Orlando, Florida, has been awarded a $78 million contract to build a set of ordnance storage magazines at Naval Air Station Sigonella, Italy, the U.S. Navy announced this week.

The contract, listed under project number P-111, covers construction of four earth-covered magazines with seismic upgrades, two modular storage magazines, and a maintenance facility for an ammunition rework and overhaul shop. Work will be performed at Sigonella and is scheduled for completion by August 2030.

Naval Facilities Engineering Systems Command Atlantic, based in Norfolk, Virginia, is the contracting activity for the award, listed under contract number N62470-26-C-0005. The Navy competed the contract through SAM.gov, and four offers were received.

NAS Sigonella sits in eastern Sicily, near Catania, and operates as a joint U.S. and Italian Air Force installation. The U.S. Navy has maintained a permanent presence there since 1959. The base serves as a logistics and support hub for U.S. 6th Fleet operations in the Mediterranean and hosts NAVSUP Fleet Logistics Center Sigonella, part of a network of Navy supply commands across Europe and Africa.

The magazine project has been in planning for several years. Earlier Navy programming documents for P-111 described construction of six magazines: four standard Box Type-D earth-covered magazines and two 7-bar reinforced concrete box earth-covered magazines, along with a high-bay facility for ammunition rework and overhaul. The scope in this week’s contract announcement, four earth-covered magazines and two modular storage magazines plus a maintenance facility, tracks closely with that earlier plan.

Conti Federal Services, founded in 1906 and headquartered in Orlando, is a construction and design-build firm that works almost exclusively on U.S. government projects, including military construction for the Department of War. The company has prior experience in the same region: it holds a $30 million NAVFAC EURAFCENT contract to modernize buildings at Naval Support Activity Naples, Italy. Conti Federal also holds larger construction vehicles elsewhere, including a $990 million Indo-Pacific Multiple Award Construction Contract and a $15 billion Navy design-build contract covering projects in Guam and the broader Pacific.

Funding obligated at the time of award totals $67.7 million, drawn from fiscal 2024 military construction funds. Those funds will not expire at the end of the current fiscal year, unlike operations and maintenance money, which typically must be spent within the fiscal year it is appropriated.

The contract announcement did not specify design details for the magazines beyond their general categories, including capacity figures or the types of ordnance to be stored. Work is set to run for roughly four years, through August 2030.
