洛佩斯表示，根据最高法院宪法法庭3日作出的裁决，执行副总统罗德里格斯以代理身份行使委内瑞拉总统的所有职权、职责和权力。国家武装力量全力支持此前签署的“外部动荡令”，政府将确保国家治理能力，武装部队将继续倾尽所能，全力保障军事防御、维护国内秩序及守护和平。
