In the past, arms control negotiations focused on the number of warheads, silos, and bombers; now, the more troublesome issues are software, algorithms, sensors, and data links. In simple terms, it used to be easy to count platforms, but now it is not necessarily easy to quantify capabilities.

The Real Challenge is Verification, Not Slogans
Arms control sounds grand, but the most challenging aspect in engineering is verification. For example, in a hypersonic glide vehicle flight test, there is both a rocket stage and a maneuvering glide stage, making it very difficult for external observers to determine its actual range, payload, and terminal maneuvering capability. Similarly, for an AI-assisted command system, whether the algorithm model is integrated into the fire control link and whether it retains human confirmation nodes is something that cannot be discerned from satellite images.
Therefore, if this forum only discusses principles, its value is limited; if it allows technical experts to discuss verification mechanisms, crisis communication, and risk reduction, the significance is different. I believe that China has a dual need on this issue: on one hand, to avoid having the development of high-end equipment prematurely locked down by external rules, and on the other hand, to demonstrate to the outside world that rapid military expansion does not equate to a complete rejection of transparency. It is very difficult to do both well at the same time.
The Military Industrial System Also Needs a Sense of Rules
From the perspective of the military industrial sector, arms control issues will also influence research and development directions. In the past, many projects only needed to meet military performance indicators, but now they also have to consider international public opinion and export control pressures. This is especially true for drones, anti-satellite technology, and cyber offensive and defensive tools. The most noteworthy aspect here is the phrase "scenario discussions." Arms control is no longer just about treaty texts but must simulate specific crises: close encounters in the Taiwan Strait airspace, misjudgments involving unmanned platforms in the South China Sea, interference with space assets, and long-range conventional strikes being mistaken for nuclear escalation. In these scenarios, technical details often determine political consequences.
I do not believe that a single forum will change China's arms control policy, nor will it cause the PLA to slow down its equipment construction. A more realistic assessment is that China is addressing a relatively weak area from the past: as it possesses more and more high-end capabilities, how to participate in rule-making without undermining deterrence. What is truly worth watching is whether, after the meeting on July 7-8, more specific language regarding verification, transparency, and crisis communication will appear in public information. If there are still only principled statements, it indicates that the interface between technical departments and policy departments has not yet been truly established.
