Xinhua News Agency, Beijing, September 14 - Recently, the General Office of the Central Committee of the Communist Party of China, the General Office of the State Council, and the General Office of the Central Military Commission issued the "14th Five-Year Plan for the Service and Guarantee of Retired Military Personnel" (hereinafter referred to as the "Plan"), which makes arrangements for the work related to retired military personnel during the "14th Five-Year" period.
The "Plan" emphasizes that retired military personnel are a valuable asset to the Party and the country, and an important force in advancing Chinese-style modernization. The work concerning retired military personnel is related to reform, development, stability, and the strengthening of the military. It is necessary to fully implement Xi Jinping's thoughts on strengthening the military and the important statements made by General Secretary Xi Jinping regarding the work of retired military personnel, adhering to the principle of serving economic and social development as well as national defense and military construction. The theme is to promote the high-quality development of work related to retired military personnel, using the further deepening of the reform of management and guarantee for retired military personnel as the driving force, continuously improving the organizational management system, operational system, and policy system, and effectively ensuring that retired military personnel are properly received and settled, well-served and guaranteed, well-educated and managed, their roles are fully utilized, and their rights and interests are well protected, so that military personnel become a respected profession in society and retired military personnel become respected individuals in society.
The "Plan" proposes that during the "14th Five-Year" period, the work concerning retired military personnel should adhere to the leadership of the Party, guiding retired military personnel to firmly listen to the Party and follow the Party; adhere to a people-centered approach, ensuring and protecting the legitimate rights and interests of retired military personnel; adhere to integrity and innovation, deepening reforms in key areas and critical links; adhere to military-civilian collaboration, strengthening the coordination of policies and measures; and adhere to classified policies, enhancing the precision, convenience, and sustainability of service guarantees.
The "Plan" deploys a number of key tasks around improving the governance system for retired military personnel affairs, deepening ideological and political guidance and commendation and incentives, promoting high-quality placement and employment of retired military personnel, improving the level of support for military families, and enhancing the effectiveness of service guarantees for retired military personnel. At the same time, it proposes projects such as improving the quality and efficiency of retired military personnel service centers (stations), upgrading memorial facilities for martyrs, and enhancing the capacity of the medical and health care system for veterans.
The "Plan" requires that all regions and relevant departments implement it effectively under the centralized and unified leadership of the Party Central Committee, in accordance with actual conditions.
