The FST-J 26-71 exercise was the maritime component of a Japan-U.S. integrated air defense missile defense exercise conducted by the U.S. Navy's Seventh Fleet based in Yokosuka and the JMSDF. This exercise involved the U.S. Navy's Arleigh Burke-class guided missile destroyer "USS Shoup (DDG-86)," the JMSDF's Maya-class destroyer "Maya (DDG-179)," and the Kongō-class destroyer "Kirishima (DDG-174)," and practiced command and control and decision-making processes for ballistic missile defense in a computer-generated environment. Rear Admiral Eric Anduze, commander of the U.S. Navy's Task Force 70, emphasized that this training "exercises difficult scenarios and enhances the joint operational capabilities of both Japan and the United States."

Notably, this exercise was not limited to mere bilateral cooperation; it was a multidimensional defense exercise involving integrated participation from the three branches of the Self-Defense Forces (SDF)—the JMSDF, the Japan Air Self-Defense Force (JASDF), and the Japan Ground Self-Defense Force (JGSDF)—alongside the U.S. military. The challenge of ballistic missile defense requires decision-making within an extremely short timeframe from detection to interception, making the interoperability and responsiveness of the command and control systems between Japan and the U.S. critically important. The FST-J exercise series has the advantage of allowing advanced defense capabilities to be practiced while maintaining confidentiality through training in a synthetic environment, even while actual vessels are deployed at sea. This is a crucial effort to maintain the alliance's effective deterrence in the current security environment, where North Korean ballistic missile launches have become routine.

At the same time, on March 6, the JMSDF commissioned the fourth Hibiki-class oceanographic research vessel "JS Bingo" at the Kure base in Hiroshima Prefecture. This vessel was constructed by Mitsubishi Heavy Industries at a shipyard in Tamano City, Okayama Prefecture, and was assigned to the 1st Oceanographic Research Team upon commissioning. JS Bingo has a standard displacement of approximately 2,900 tons, a length of 67 meters, and a width of 29.9 meters, utilizing a SWATH (Small Waterplane Area Twin Hull) design that allows it to maintain high stability even in rough seas due to its twin-hull torpedo-like structure located below the water surface.

The primary mission of JS Bingo is underwater acoustic information collection using a surveillance towed array sensor system (SURTASS) towed from the stern. This system has two operational modes: a twin array for deep sea at 1,800 meters and for coastal areas at 800 meters, capable of detecting and recording acoustic signals from submarines and surface vessels over long distances and classifying the acoustic "fingerprints" of each vessel. The collected data is transmitted through the JMSDF's operational network to the analysis center at Yokosuka base and to anti-submarine warfare units, aiding in the monitoring and analysis of submarine activities in surrounding waters.

With the commissioning of JS Bingo, the JMSDF's oceanographic research vessels have reached a fleet of four, and the 1st Oceanographic Research Team has expanded its crew rotation system, introduced in 2017, to a five-crew system. This is a strategic measure to maximize operational availability even with a limited number of vessels and to maintain continuous acoustic monitoring activities. In light of the current situation where the Chinese Navy is expanding its submarine capabilities both qualitatively and quantitatively, and continuously commissioning new submarines, enhancing acoustic information collection capabilities in the waters surrounding Japan is a crucial element in building anti-submarine warfare capabilities.

Furthermore, the III Marine Expeditionary Force (III MEF) stationed in Okinawa is undergoing significant transformation. According to reports from The Japan Times, III MEF is enhancing its capability to respond to maritime denial operations in the Indo-Pacific region by introducing new technological weapons such as advanced drones and missiles and reorganizing its force structure. According to the III MEF commander, "We are incorporating new capabilities and procedures into our daily operations and demonstrating them in large-scale exercises focused on the defense of critical maritime terrain and responses to humanitarian crises." This indicates that the U.S. Marine Corps is transitioning from a traditional amphibious operation-centered structure to a force responsible for decentralized and mobile maritime denial operations. This transformation aims to deepen integration with the SDF and enhance the effectiveness of deterrence in Japan-U.S. cooperation.

These movements to strengthen the Japan-U.S. alliance are closely related to the strategic intent behind Japan's defense budget for fiscal year 2026, which is set to reach $58 billion. Japan is accelerating the development and deployment of long-range missiles and hypersonic weapons, with deployment on Aegis ships planned for 2026. This will allow Japan to maintain its traditional framework of exclusively defensive capabilities while acquiring long-range precision strike capabilities and attempting to rebalance deterrence in the regional security environment.

On the other hand, the regional security environment is becoming more complex. South Korea's decision to decline a proposal for a trilateral air exercise with the U.S. and Japan in early 2026 suggests potential rifts in Japan-South Korea relations. Additionally, following the U.S. and Israel's attack on Iran on February 28, the Strait of Hormuz has effectively been blocked, severely impacting energy security for major Asian countries such as China, India, South Korea, and Japan. The potential spillover of tensions in the Middle East into the Asia-Pacific region is emerging as a new strategic challenge for the Japan-U.S. alliance.

The exercises in ballistic missile defense during the FST-J, the enhancement of underwater acoustic monitoring capabilities with JS Bingo, and the strategic reorganization of the Marine Corps all represent the alliance's integrated response to the realities of China's military rise and North Korea's nuclear and missile threats.

In the future, how the Japan-U.S. alliance deepens its framework for regional multilateral security cooperation, particularly with Australia, the Philippines, and the United Kingdom, will be key to shaping the security order in Northeast Asia. At the same time, the urgent tasks for the alliance include repairing relations with South Korea, revitalizing trilateral cooperation, and strategically responding to the impacts of the Middle East situation on the Asia-Pacific region.
