Ukrainian President Volodymyr Zelensky signed a decree awarding Elon Musk the Order of Freedom, Ukraine’s highest state honor for foreign nationals, according to Decree No. 835/2026 published August 26.

The decree cites Musk’s “outstanding personal merit in protecting human life and freedom” and his role in developing relations between the peoples of Ukraine and the United States.

The decree identifies Musk as “an entrepreneur, engineer, and head of the companies SpaceX and Tesla” and lists his country as the United States. It does not name Starlink specifically, though the service built by Musk’s company SpaceX has functioned as a central pillar of Ukraine’s wartime defense since Russia’s full-scale invasion began in 2022.

Starlink terminals have given Ukrainian forces reliable, hard-to-jam communications across the front line, connecting units in real time in areas where conventional cell and internet infrastructure has been destroyed or disrupted by Russian strikes. That connectivity has underpinned much of Ukraine’s ability to coordinate troop movements, direct artillery fire and guide drone strikes against Russian positions in occupied territory. Without a resilient satellite link of that kind, Ukrainian commanders would have struggled to maintain coordinated control of forces spread across a front line stretching hundreds of kilometers.

SpaceX has also declined to make Starlink available to Russian forces. The company moved to close a technical loophole that had allowed Russian troops to access the network inside occupied Ukrainian territory, a decision Ukrainian officials have said significantly degraded Russian offensive coordination in the areas affected.

Ukraine’s continued access to Starlink has depended not only on SpaceX but on financial support from partner governments, several of which have funded terminal purchases and service contracts for the Ukrainian military since the early stages of the war.

Zelensky signed a series of other state honor decrees around the same period in August, awarding the Order of Freedom to the leaders of Norway, Finland, Lithuania, Sweden and Estonia on August 21, alongside a newly created distinction called “Gratitude of the Ukrainian People” intended to recognize foreign nations for solidarity with Ukraine.
