On June 14 local time, the Security Service of Ukraine announced that its subordinate "Alpha" special operations center, following the directive of President Zelensky, used drones to strike the national reserve oil depot in the city of Rybinsk, Yaroslavl Oblast, Russia.

The Ukrainian side stated that the oil depot is located more than 700 kilometers from the Ukrainian border and is part of the Russian national material reserve system, storing various types of fuel and lubricants, and serving the function of fuel supply and military strategic fuel reserves for the Russian Northeast. After the drone strike, a large fire broke out at the depot, with at least three major fire points appearing in over 60 storage tank areas.

The Security Service of Ukraine also stated that oil supply, refining, and fuel logistics infrastructure within Russian territory are legitimate targets for Ukrainian strikes, as such facilities provide operational resources to the Russian military and support Russia's military actions against Ukraine.
