U.S. Navy awards nearly $1B contract for global fuel infrastructure
Ten construction firms have been awarded a combined $997 million contract to build, maintain, and repair fuel pipelines and storage tanks at U.S. Navy and U.S. Marine Corps installations worldwide.
The award is an indefinite-delivery/indefinite-quantity, firm-fixed-price, multiple award construction contract. It covers construction, maintenance, repair, and engineering services for pipelines, fuel storage tanks, and related petroleum, oil, and lubricant facilities and equipment.
The 10 companies are Aptim Federal Services LLC of Baton Rouge, Louisiana; Bristol Engineering Services Co. LLC of Anchorage, Alaska; CMS Corp. of Bargersville, Indiana; Dawson Technical Inc. of San Antonio, Texas; Environmental Chemical Corp. of Burlingame, California; Pacific Design Builders LLC of Tamuning, Guam; PCI Bhate JV LLC of Atmore, Alabama; Tepa & Pond Constructors JV of Kansas City, Missouri; Weston Solutions Inc. of West Chester, Pennsylvania; and WSP USA Government Solutions Inc. of New York, New York. Five of the 10 awardees are designated small businesses under the award notice.
Each company holds a separate contract number, running consecutively from N39430-26-D-2001 through N39430-26-D-2010. Under a multiple award construction contract, the Department of War can solicit bids from any of the 10 companies for individual projects. It then selects the company offering the best value for that specific task order.
Work will be split evenly between locations outside the continental United States and locations inside it. Guam, where Pacific Design Builders LLC is based, hosts Andersen Air Force Base and Naval Base Guam, both of which depend on bulk fuel infrastructure that falls under NAVFAC EXWC’s global program. The contract is expected to be complete by August 2031. The maximum combined dollar value across all 10 contracts, including a five-year base ordering period, is $997 million.
At the time of award, the Department of War obligated fiscal 2026 U.S. Navy working capital funds of $10,000 to each of the 10 companies. It also obligated a seed task order worth $587,438 to satisfy the minimum guarantee requirement. The Department of War has not disclosed which company received the seed task order. Those funds expire at the end of the current fiscal year.
The contract was competitively procured through the SAM.gov website. The Department of War received 17 offers. The Naval Facilities Engineering and Expeditionary Warfare Center, based in Port Hueneme, California, is the contracting activity.
The award falls under NAVFAC EXWC’s Global Petroleum, Oil, and Lubricants program, which manages fuel-handling infrastructure at Navy and Marine Corps sites worldwide. The program maintains the bulk fuel systems that supply ships, aircraft, and vehicles, including pipelines, storage tank farms, and pumping stations. NAVFAC EXWC issued a request for proposal for the construction work in March 2025 under solicitation number N3943025R2001. The solicitation set a small business size standard of $45 million under NAICS code 237120, which covers oil and gas pipeline and related structures construction.
The construction contract is separate from a related architect-engineer design services contract NAVFAC EXWC has solicited for the same petroleum, oil, and lubricants program. That design contract carries a 60-month base ordering period and is capped at $145 million across all task orders. It covers mechanical, civil, structural, electrical, fire protection, architectural, waterfront, and environmental design work rather than construction itself.
