On October 30, Xinhua News Agency reported from Washington (reporters Huang Qiang and Gao Shan) that the U.S. State Department announced on the 30th that it has decided to approve the sale of 500 "Patriot" missiles and related equipment to Ukraine, with a total value of $2.1 billion, and the costs "will be fully borne by partners and allies."

The statement said that Ukraine has requested to procure 500 "Patriot Advanced Capability-3" (PAC-3 MSE) segment enhanced missiles along with various spare parts and related logistical support services. Ukraine will use donations from Canada, Germany, and Norway, as well as relevant loans from the European Union, to cover these costs, with no involvement of U.S. government funds.

The statement also noted that this arms sale will enhance Ukraine's integrated air defense and missile defense capabilities and will support the continued operation of Ukraine's existing "Patriot" system to counter the ongoing aerial threats.

Ukrainian President Zelensky stated on social media on the 19th that the agreement with partners "has not yet been implemented," and that the U.S. Department of Defense "is also experiencing delays in the delivery of certain critical supplies." He has issued an "urgent task" to the Ukrainian Ministry of Defense, Ministry of Foreign Affairs, and the Presidential Office to urge partners to "provide air defense support to Ukraine as soon as possible." On the 29th, Zelensky again posted on social media, calling on relevant parties to provide "Patriot" air defense missiles as soon as possible to strengthen Ukraine's air defense capabilities and protect the safety of the people.
