On September 28 local time, the EU defense ministers' meeting was held in Brussels, the capital of Belgium, but the meeting failed to reach an agreement on transferring "Patriot" missiles from member states' stockpiles to Ukraine.

EU High Representative for Foreign Affairs and Security Policy Josep Borrell stated after the meeting that member states have not made any new decisions regarding the provision of "Patriot" missiles to Ukraine. She mentioned that one proposal under discussion is for member states and EU partners to temporarily lend missiles to Ukraine from their respective stockpiles and then replace them later.

She stated that the costs of replacing this equipment could be covered by the €90 billion aid loan provided by the EU to Ukraine. Borrell noted that the EU has so far approved procurement plans worth €28.3 billion under this loan, which also includes "Patriot" missiles that will be produced in the United States in the future.
