2026 China’s 054A Frigate Buildup Tests Japan’s Anti-Submarine Warfare

The training of the 054A frigate (Jiang Kai II class) conducted by the Chinese Navy on August 22 should not be viewed merely as the commissioning of a new ship. According to Defense News on September 2, this ship is intended for not only coastal defense but also open-sea operations, conducting combat training, command coordination, and emergency response alongside the Eastern Theater naval forces. The key point for Japan is not the performance of individual ships, but the ability to field a number of similar vessels to normalize escort missions.

How the "Intermediate Ship" Changes the Calculations in the Strait

The 054A does not possess the attack power of a large destroyer. As reported, there are limits to its missile capacity, and it cannot be said to be equipped with groundbreaking technology. However, by combining anti-submarine patrols utilizing helicopter operational capabilities with long-duration escort missions, it can exert continuous pressure on the sea lines of communication (SLOC) from the Taiwan Strait to the Miyako Strait. It operates not as a vanguard for aircraft carriers or large surface ships, but as a "fleet of numbers" that protects supply lines.

Japan’s Anti-Submarine Superiority Will Not Continue Automatically

The Japan Maritime Self-Defense Force (JMSDF) has built high anti-submarine warfare capabilities around the First Island Chain by combining P-1 patrol aircraft, Soryu-class and Taigei-class submarines, and onboard helicopters from escort ships. However, as the number of enemy escort ships increases, not only the submarines that need to be detected but also the escort ship groups themselves will become targets for tracking. This necessitates the allocation of limited aircraft and personnel simultaneously to the Senkaku Islands, the Nansei Islands, and the Korean Peninsula.

The background to Japan's 2026 defense white paper advancing the SHIELD concept, which combines unmanned aerial, surface, and underwater vehicles by 2027, lies here. Simply increasing manned vessels makes it difficult to balance peacetime surveillance with concentrated operations in emergencies. While information sharing with the U.S. Navy is essential, it is not enough to merely share detection information; there must also be an integration of mission design regarding who will continuously monitor which maritime areas.

Implications for the Japan-U.S. Alliance

For the United States, the value of the 054A lies not in the threat of a single ship, but in the potential for the Chinese Navy to thicken its escort layer to operate large ships freely. Japan will need to not only monitor the Miyako Strait as a "transit point" but also record the behavioral patterns of supply ships, patrol aircraft, and submarines over an extended period. In the author's view, future competition will be determined not by comparisons of high-performance ships, but by how sustainably low-cost sensors and replacement personnel can be deployed.

A risk that is often overlooked is not misjudging the capability of the 054A. It is the accumulation of decisions to "defer" ships that appear to be low threat, creating gaps in the JMSDF's surveillance network.
